gpedit.msc - User Configuration - Administrative Templates - Start Menu and Taskbar - Remove Run menu from Start Menu

Change that to Enabled, and then close and restart Explorer. The Run setting should be gone, and you will not be able to access Run in any other way.

Why do you want to disable run? I'm curious.

my brother has abused his internet priveledges. So my parents have banned him from being able to use the Internet unsupervised. All the computers in the house are connected to the internet so I need to take measures to prevent him from going on the internet. I was able to prevent him from running IE and mozilla. But he can still activate IE through Run

Uh, if I'm not mistaken, you can use your windows explorer to go online... it's just not recommended.

And you got rid of the command.com command too, right?

Yeah, IE == Windows Explorer. Try it: Open a folder, then type a web address in the URL bar. You'd be better off trying to prevent it from actually connecting to any web sites. If you use a router you could block port 80, that would prevent most pages from loading. Or try to find a way to block connections to the DNS server, though you could still use the site's IP if you knew it.
