Your "slow" spot is what you spend too much time doing, usually because you are a perfectionist, aren't used to it, or can't find the necessary materials. This does not include things you don't do.
You know, I never really understood this part of the poll-making process. What's the point? The title is usually self-explanatory, and the question part sums up anything that couldn't be expressed in the topic title.
Graphics (finding, ripping, making, etc.)

Note that "time" is not included on this list. This is because that problem is without a doubt so widespread, that the results would be redundaunt. Don't let the lack of time aspect influence your answers either. We are speaking in terms of "if you had an infinite amount of free time to get your hack done with no outside influences, which of these would hold you up the most?" Also, keep in mind that this isn't a matter of what you spend the most time on. This is a matter of the positive intensity of the outcome in the end compared to the amount of time it takes to reach that result. If it takes you a full week to create a custom ASM routine that is amazing, but three days to set up your graphics, then you would choose the graphics option.

Personally, I find that making and finding graphics seems to be my slowest spot. I have no lack of inspiration nor am I poor at level design, but I simply cannot find the graphics that suit my needs. Although I am able to make graphics, they usually don't turn out well.

It's mainly finding graphics. Setting them up and doing the levels isn't a problem for me, though making levels takes some time, too.

Finding the graphics and then setting them up take me much longer than to do everything else except maybe the overworld.

When I was in SMW hacking, it would be the level design. =/ I had a lot of trouble on that part.

For me, motivation.
It's not like inspiration. Sure, I can get inspired to do a really neat ExGFX set. But then, partway through, I don't feel like finishing it anymore. It happens at random. Usually I'll get back to it in some time, but if I forget to leave myself ample notes and references... GAME OVER. It's what killed the Chemical Plant set

I have no problem with graphics. My level and OW design is fine, but....

For me, it's ideas. This can also apply to other forms of hacking. I use all my sweet ideas as soon as I get them, then I get to later levels, but I don't want to repeat previous ideas. So then I get stuck, and drift away from it.

Now I'm doing better with ideas though. But it can still be a problem at times

For me I'd probably be blocktool, I'm fine with MWR, but I take forever before I use blocktool.

I usually have no ideas whatsoever after about 7 levels. That what causes me to stop working on hacks for a while...

I'm excellent in level design (or at least I think so ) but I fail at ripping/making/modifying GFX. I abuse the ExGFX workshop

Making graphics. So far I've started about 5 custom sets and I'm still trying to perfect each one. I won't release the graphics until my hack is complete. Saving the palettes and looking for them is in itself a bare. I'm trying my best to make all the graphics as original as possible. Although the ideas may not be different, the graphics will be altered, I've got some good make-over graphics and palette arrangements.

The overworld would hold up my progress. I'm in early stages of learning it. I tend to be a perfectionist in level design so all my time goes there more than anything else. I once in a while make graphics and even more rarely try to rip them, but just don't enjoy that. I've never bothered with ASM, tile animation, etc.

I put "Something else that is not named etc." because I have no problems with level design or anything but I never seem to finish my levels all that often for some reason. I guess I think of a bunch of great ideas then boredom strikes with immense power. I finish it eventually though.

Mine would just be overworld making.

I'm pretty good graphics wise.
Even levels are no big deal.
My next hack is going to have a very lame looking overworld.
I do not really think an OW needs to be all that exciting.

The other thing that slows me down is the people.
Too many people like to complain over stupid crap in your hack.
