Maybe you can get a PM or something telling the user who got a vote more details on their vote (Who voted, date, etc.). Of course this would be optional to the user. |

Anyone can rate a user. The 2 numbers after your user rating depend on the user's level that rated you. You can tell sometimes who rated you if you take away the 0 in the number after the slash. Two people with a combined level of 119 rated you. Once a lot of people have rated you, it becomes hard to remember who all those people were.
I'm guessing the guy that had a 650/650 rating was rated by Tatrion. He gives just about everyone a 10 rating and it's easy to tell it was him because he is at Level 65 right now. |

I would like to add that at the moment rating certain users is pointless because of a slight modification Xkeeper did to some users' ratings that were intentionally downvoted. |

When a person rates you, the number of "rating points" you get from them is experience level * x, where x is the rating they gave. So if you rated someone a 8, and your experience level was 30, they would gain (30 * 8) rating points, or 240 out of a possible 300 (300 being from (30 * 10)). So people's votes with higher experience levels carry more weight.
To actually rate a user, scroll down to the bottom of their profile and look for a link that says "rate user". Click it, and you can rate them. |

How did I get User Rating, and who can give out User Rating? And why do I have 1028/1190 from two votes, while someone else has 650/650 from 1 vote? I get why my number is 8.63 and theirs is ten, but why does said other person have 650 points from 1 vote, while I could only have gotten 595 points at most per vote? |
