I know what he's suggesting:

Load page at 111
Click "mark read" link at 113
Have "mark read" link mark all posts at or before 111

But just refresh the page before you do that :p

He's complaining that if someone posts between the time you last read a thread in the forum and the time you click Mark Read, that post gets marked read even though you didn't see it.

Forums aren't being marked as read if you have exceptions (though I still don't get what you're suggesting ), so just don't click that link if you don't want the "new" to go away.

Would it be feasible to make it so pressing 'Mark Forum Read' and similar links only marks posts made before the timestamp of that page?
Not sure if that's understandable, so an example: I view the main forum page at 10:10, someone makes a post at 10:11, at 10:12 I press 'Mark all forums read', but the post at 10:11 still shows as new.
