Most of the stuff on that website looks old.
I'm guessing GBA homebrew stuff went the way of the dinosaur the second that the DS came out. |

Well its a sort of IDE/Development libraries. Its also oooold (I was playing with this some years ago) so it probably won't streamline anything new all of a sudden. |

Could have even gone into Programming, but this isn't a simple Klik n' Play thing. Might streamline development a tad but it's hardly a shortcut. |
