Well, I assume you use a free host. They normally give you one database, whose name is your username. Now, I'd like to help you, but your posts are saying nothing.

"I can't see it" can mean alot of things. Either it's just not there; it can mean that it's there but as Randy said, it's in a directory above public_html. Either way, your original post doesn't help much.

And 1.A3 isnt really suported anymore, by the way.

I just looked for everything in phpmyadmin and i couldn't find a single database and it won't allow me to create a database for the message board.

You mean ... you get mysql errors and such? If so, perhaps you forgot to run the dump file into phpmyadmin and set up the database.
