You can get the 13:37 very early or very late depending on which timezone you have. In some very rare cases, you can get it more than twice.

Por example, let's say I begin browsing the board when I logout, then at 10:37 A.M. I begin to see the 13:37. Then 3 hours later, I login and then at 1:37 P.M. I begin to see the 13:37 again.

Of course, It can also show up if you manage to abuse change the timezone in your profile.

Not 1:37 PM, 13:37 military time. And I see 13:37 alot on my two digital clocks, and computer clock.

Skill, what Thoughtless said, and my habit of staying up until after 5-6 AM. Well... After 4 AM, it's typically "failing to sleep" more than "staying up", but... you get the picture.
