To help you out, get Lunar IPS. You can then take an IPS and patch it to the rom.
Since this is GBA hacking, I don't know if there is an emulator that auto patches when the IPS and rom are in the same folder... |

No. No there isn't. You have to patch it to an appropriate rom. Then you play that. |
