Without sounding like a dick, I think this may be a bit beyond you at the moment. Don't run before you can even walk. In other words, learn a programming language and learn about ROM hacking first.

1. Whatever's easiest for you and has the features you need. Most newbies start with VB.
2. Unless someone at Nintendo has leaked the source code, no.
