I never found a table for what co-ordinates a hammer bro can go to. I know that hammer bros. are blocked by things like locks and rocks. They're not blocked by stages, however. As for the table you're referring to, I found the table for what co-ordinates the world airship will land on. That itself was important, becaues people were having problems with the airship landing on inaccessible tiles.

Well there is a table that dignifies what tile co-ordinates a hammer bros. can land on, so it may never land on that tile you're hoping. I believe beneficii had found this data once before but I'm not entirely sure.

They all tend to go downwards. I've noticed this in every SMB3 port I play. I don't know what it is, but they all tend to go ot the bottom of the map, unless there isnt enough road or something is blocking them.

I was wondering something about the Hammer Bros. on the map screens in Mario 3. Does anyone know if each one is limited to a certain area, or can they wander around anywhere on the map? I'm asking because World 5, sky area, left of 5-5 panel is very interesting as it has a 1-Up, multi-coin block, and power-up... but I haven't been able to get that Hammer Bro up even close to that spot during normal gameplay.

Any info would be appreciated. Thanks for reading.
