What Disch said. Keep in mind FCEUXD has a built-in hex editor, allowing you to change them on the fly. |

Or you can use nesten, go to the palete editor and look for the pallete vaules, search them and edit them in a hex editor. |

You don't want a program, the only program available sucks and it is actually easier to use hex to change them:
