Part of the reason is that level layouts for 1-3 and 1-4 are used again later in the game with the additional podoboos and bullet bills. I haven't hacked SMB1 enough to know what triggers them or anything, but those will most likely show up regardless of what editor you're using.

SMB Utility is the best, Googie linked a good manual for it over at ROMhacking.net but I can't retrieve it right now.

I'm looking for a good SMB1 editor that works, all those I've tried have had problems.
Mario Improvement: Won't run
SMBUtility: Best out of all of them, but levels have extra enemies for some reason, like Podoboos in 1-4 and Bullet Bills in 1-3
YYEdit (I think its called that): Clumsy controls and it's hard to edit levels
Where can I get a better editor? Preferably, one that works with SMAS SMB.
