...I got lost on "a license to spread them"... I'm assuming you mean that if their maker decided that he would allow people to spread them around, that would be the equivalent of a license?

If it's a fan-made public domain game, then ROM posts are fine.
Otherwise, if it's based off a pre-existing ROM, post the IPS only. |

The FAQ could have worded it better.
Yes, as long the ROM's in question have a license to spread them, it's ok. There's probably a few Open sourced games that isn't technically Public domain but is still free to spread. |

Yes, as long as it doesn't contain anything stolen/copyrighted. Public Domain Roms are just that. |

I'm making a fangame of mine as an SNES ROM, but I have one question about it:
Since it's mine (original), am I allowed to post a direct link to it's ROM here when done? I can't see why not, but I figure it would be best to ask. |
