#3 wouldn't change anything if you didn't use it.

Rephrased:
The "NEW" next to a thread with unread posts would become a link. If you click that link, it jumps you to the first post that was made after you marked the forum read. If you clicked the thread title or a page number, it would do what it already does.

I agree with the first one as well. The second isn't bad either. But I hardly remember to mark forums read, so #3 would sorta suck.

I like that first one. I actualy wouldn't mind a little "NEW" icon popping up when a new announcement is made (Though I haven't seen the board code, and thus don't know how difficult it would actually be to implement).

1. General announcements should be accessible from the main page.

2. Clicking "new" wherever it says you have a new private message should take you to the most recent one directly.

3. Clicking "new" next to a thread with new posts should direct you to the anchor of the first unread post (based on when you marked the forum read).
