I've seen a lot of this lately, and Dracoon approached me with a possible set of guidelines on the subject, the modified version of which I have included below. Yes, a large portion of characters have been copying other characters' moves in an attempt to diversify their own attack options, and no, it should not be wantonly allowed, even if copying attacks is your characters' "specialty". Here is what has been proposed as far as rules go: The Official Guidelines on Copying: A. The copied move cannot be a desperation or "key" attack.
2. There is an exception if you can reasonably alter the move to make it seem realistic, in other words, taking the psychic away from it or making an attack into generalized energy manipulation.
2. There must be some sort of draw back that makes it weaker than the original (more power consumption, unfamiliarity with energy type, etc...). For example, Fighter A has worked with fire attacks and is strictly fire attack based. Fighter B copies Fighter A but has very few flame attacks or none at all. Fighter A and Fighter B use the same fire attack. Fighter A's fire would be stronger. Now, in the rare case where Fighter B is also pretty much based around fire, Fighter A and Fighter B's attack would be more closely connected in power and would be able to cancle each other out.
1. Realistically, you won't be punished.
Now, to continue, I will give an example of a reasonably altered attack: In the "Grey vs. Sion" round of the last Sim-Battle tournament, it might be noted that my character, Kalar, notoriously copied Sion's Drive Fusion technique, which was inspired by Kingdom Hearts II, a popular rumor of a game at the time. Kalar is known for copying other characters' moves, and using them in his own unique ways. Rather, however, than take on the Valor and Wisdom forms that Sion chose, Kalar used Drive Fusion to fuse with a being that was more in line with his own abilities (shadow and darkness, etc), a Heartless. This is an example of obedience to rule C2 and B2 by altering the being fused with, and the idea that Kalar loses his consciousness when using the attack significantly balances the increase in power he gains. Ultimately, the allowed copies are from this point forward to be determined solely by the two battlers, and permission must be asked before copying takes place.
