Alright, alright... You did better than some first timers... for example, your ground actually looks somewhat like ground out of a game, there's... sort of scenery (a block)... And you included speach bubbles around the text and didn't make said text unreadable (though you shouldn't ever have text protruding from a bubble like it is in the first panel).

On the bad side, you have irregular panels (not always a bad thing, but it's not really used greatly here), the characters are either on the horizon line or floating above it (they should be slightly below it), the text barely fits in the bubbles (when it does), you have a speech bubble that goes outside of its panel (another thing that's not always bad, but it isn't done properly here), you've saved it in JPG format (never save anything with sprites as JPG!), and you resized the bandit oddly in the last panel (always resize to even percents, such as 200%, 300%, etc., Do not resize by stretching!).

Another thing I'm going to pick on, though most people aren't too bothered by it... Speech bubbles should typically point to people's mouths. Not their forehead (Sonic, panel three). Not the back of their head (Bandit, panel five). Their mouth. That is where the sound it coming from.

Also, there's several things in the comic that just don't make sense. The first is Sonic being so high up in the first panel. No reason for that. Second, the view in the last two panels cuts to inside the Bandit's shop, but there's no longer a window, and the shop is suddenly much taller than it was in panel three.

Finally, the dialog is where this one really loses. Not only does it not flow in a natural manner, but it's not funny either. Should be something more along the lines of...

Panel One
Sonic: Man, am I hungry!
Yeah, he could have said "I'm hungry!", but people don't usually just yell what they're feeling for no reason. Well, unless they're complaining about something. But clearly, he wasn't really THAT hungry anyway if he didn't see what else the Bandit had in panel three. Speaking of which...
Panel Three
Sonic: One chili dog, please!

Bandit: Er... We don't sell those here. Can I get you something else instead?

Sonic: Nah.
Nobody eats "One Dog"... They eat one 'hot dog', one 'chili dog', one 'corn dog', etc. I dunno, maybe in New York or something where there's hot dog stands everywhere this might be commonplace, but most people don't call hot dogs/chili dogs/corn dogs/etc. by just "Dog"

And typically, buisinesses don't just tell potential customers "We don't have that" and let them leave. He should at least try to offer what they DO have.
Panel Five
Bandit: ... Why would he think that we sell cold pets here?
The punchline just plain doesn't work in its original form. By saying "Who would sell a pet here, anyway?" the Bandit is infering that Sonic would be crazy to think that there would be a pet store anywhere in the general area (Green Hills, I'm assuming). And the potential humor of the Bandit not understanding that Sonic wanted some food and not an animal is lost due to the bad wording in panel three. The reader themselves are more likely to be confused by the line about "One Dog" than someone working in a hot dog stand would be.

You still have text touching, and sometimes going outside, the borders of the text boxes... And when I said they should be pointed at the mouth I didn't mean they should go over the people's faces like that, I just meant that the general direction they should be pointed is toward the mouth.

Other than that... It's better than the first one, but what's with the stripes in backgrounds of the fourth and eighth panels?

Since the full experience of Sonic 3 & Knuckles is what I SHOULD be voting for, Sonic & Knuckles will get my vote.

Punio: I see it didn't take you guy long to deal with those ninjas. Unfortunately, we've got a new problem.

Everyone just noticed that Punio and Piki were standing in front of the tree. They also only just noticed a large metal door on the front of the tree, with a red light above it.

Punio: Somebody's put a freaking door over the entrance to the Boggly Tree... and locked it! There's no way in!

Piki: Well, there is a secret entrance... but it's hidden! You'd need some sort of wind power to reveal its location.

Fem: Wind power?

Jack: No problem. Leave it to the folk with wings.

And so, Jack and Fem took to the air, pushing as much air as they could toward the tree. After a moment, a large gray tree bark-patterned sheet, that nobody could tell was there before, was blown away. Underneath it was a very tiny opening, and a large (black and white) neon sign reading "SECRET ENTRANCE!"

Punio: Perfect! *climbs up tree root that leads right to the rather high-up opening* With any luck, I'll be able to open that door from the inside... I'll be right back!

And so, Punio entered the secret entrance, and everyone else was left waiting for his return.

I use a program called GIF Movie Gear... It's not the best, but it works. I used to use Animation Shop, but it stopped working one day, and it won't even let me uninstall it. Anyway, GIF Movie Gear is sufficient. It has the whole optimizer thing like Ramsus was talking about, and it can also unoptimize the animation if you feel like going back and changing something.

As for making the frames and such, I use Paint Shop Pro 7. I just use one image and have each frame on its own layer... Which really is helpful, since you can make certain everything lines up properly and such. Kind of like an animator with the big drawing book where they can flip between the pages as they draw each frame... or something.

Edit: Oh, and I almost forgot to mention... GIF Movie Gear isn't exactly free. My computer just thinks it's still 2001

While the inside of the tree is mostly just as monochromatic as the outside, the ground is sort of orangish-yellow and black, and sections of the walls are a clear blue, with a liquid (presumably water) moving about inside. A somewhat soothing song, like something you'd expect to hear in a mall, plays faintly in the background, at a slow tempo, on wooden instruments. Also, there are what appear to be small shop-like structures along one wall, made of the same gray wood as the tree itself.

Punio: It's strange... everybody seems to be gone.

Piki: This is normally a busy shopping center...
