If you're talking about the program, it's a thing which allows you to edit the text shown after defeating Bowser.
If you're talking about delay support, it's a thing which allows one to decide if there should be any delay between showing letters, for example, between words or at the end of sentences.

You know, you haven't got copyright on remaking games in SMW. If he wants to do it, he should.

Also, your screenshots shows nothing but SMAS graphics. These shots have actually got some colorized SML2 blocks. If I had to choose between those, I'd pick the latter one.

It's possible to make a block only passable if six levels have been beaten. (These six levels would be the boss levels.)

I'm coding ASM in hex, since I don't trust assemblers. Sure, it's messier to code and a hell to look for problems, but the code is like I want it to be, not like the assembler's programmer want it to be.

This block will be solid until the 6 given levels are beaten... Unless I screwed up somehow...

Copy and paste it into a hex editor after replacing the ..s with the 6 level numbers.

(Note that the level numbers should be the number of the level you enter from the overworld. Also, if the number is larger than $24, you have to subtract $DC from it)

When you add the block to Block Tool, set the reloc offset to -1 and the rest of the offsets to 0. The "Make this block act like" setting in LM should be set to 25.

There was an SMW hacking wiki for a short period of time (hosted by Jesper, IIRC). It was no success, though. Also, the wiki software was terrible.

A rom hacking wiki might be worth a shot if people actually add stuff and if it uses a good wiki software.

Because a system message is an anonumous PM from a staff member containing a warning or such, not an announcement.

You know, it's not impossible to edit which tiles to use. I checked and the data is stored right before the wooden smasher data. Tell me which tiles to use instead and I can change it for you. The biggest problem might be the fact that you can't have winged enemies. Also, the collision detectioning with the cage isn't perfect in auto scrolling levels.

I noticed three things except for the title screen. (All of these are from the first link)
1) The level name font is thinner
2) In the Vanilla Dome shot, Mario walks on unactivated paths
3) In the scene where Mario swims with a block, there's a malplaced urchin at the bottom of the screen.

Like BGNG suggested, a Wiki committee might work. A group of experienced hackers, willing to share information, starts adding stuff to the Wiki. If there's enough info to begin with, the chances are higher that it gets successful.
