No. I don't belive this at all. This "VL-Tone", as he calls himself, can't be a hacker. He's actually a SM64 programmer in disguise who's just posting beta pictures of the levels and posting random number information!

Nice! I found a few things, though.

1) Big problem! If you get time up inside a pipe, the controls will be frozen when you return to the map screen.
2) Small problem. Also present in DW:TLC. Press up when coming out of a pipe with the exit down and Mario will go back into the pipe.
3) Very small problem. No pipe sound when coming out of a pipe.

The blank tiles are very important. When Mario touches them, they tell the game: "Okay. He's no longer in the pipe. Unlock Mario's control and stop moving him." If you forget to add the invisible blocks, Mario will keep on moving forever.

This is the fourth time I say this... Search for "65c816 asm tutorial" or something on Google. If you don't get any good results, remove the c between the 5 and the 8.

Just add an exit tile to Special World and give it an unused exit index. Which submap the exit originally was on doesn't matter.

Oh, sorry. I misunderstood your post. If they were next to the pipe, Mario would touch them and activate them before he gets out of the pipe which can cause bad stuff to happen.

How to set up a secondary exit:

1) Open the secondary entrance window and choose an unused entrance. Chose which level it should lead to, which scree, X/Y co-ordinates, etc.
2) Go to the level where the pipe/door is which should lead to that entrance.
3) Open the Add/Modify/Delete Screen Exits and choose which screen it is on. Instead of entering the destination level number, you enter the secondary entrance number and checks the "The above value is a secondary exit number"
4) Save
