Well, there are a few ways to do that, but they are pretty messy. I suggest that you use a tile editor. (YY-CHR is the best one in my opinion)

Correct, but there are a few programs that can convert "normal" pictures into ROM graphics. GIF2SNES, for example, can convert GIFs to SNES graphics (duh) and YY-CHR have got a BMP importing feature.

Yesterday, the board wouldn't load for me for a few minutes. During that time, when I tried to access a .php file instead of the real address (without the file name), it asked me about downloading as well. It started working like normal when the boards went back online, luckily.
(Yes, I'm using FF)
