I am trying to edit my layout, but when I post the URL of the image I want in the BG in the "Post background" section, it doesn't work.

Here is the URL: http://img.photobucket.com/albums/v326/keikonium/Forest.png

The only way I can get it to work is by putting everthing in the "Post Header" section. Does it matter what section I put it in?

It doesn't matter, no. All the post background thing does is add <div style=background:url(the url of the background you entered);height=100%> to the beginning of your post header.
