'Remove' mosiac I don't know of...that sounds like something impossible after you do it unless you're in an editor and use 'Undo'.

Editor-wise the ones I know of are VirtualDub, VideoMach II, and Adobe Premiere...Camtasia in there too I guess but that's more of a edit from the desktop type thing.

From there, if you can't find what you're looking for, I doubt it exists.

removing mosaic--impossible to do unlesss you have one hell of an algorithm that can restore loss data...

but anyways, the professional grade programs can add mosaics for sure, although I haven't played around with that. i know there has been people who have been able to remove mosaics but I'm not sure what those people use. It could be a defect with the video which allows them to remove it in the first place. Because usually mosaics are embedded into the picture, not layered over a picture.
