I explained this to max earlier. Let's examine the previous number: 1.93. That should be interpreted like 1.9.3. With this, 1.A.0 makes perfect sense. But we've never written out more than one period, so it's 1.A0. I could have made it 1.A but it just wasn't entirely obvious that it was a version number. (Neither's 1.A0, but more so than 1.A.)

If it was hex, it wouldn't be a decimal point. It would be a hexadecimal point.

And why is it so hard? The number "2.1" in hexadecimal simply means "2 1/10" (that's 2 1/16 decimal)...
