"rm -Rf *" and "del /F /S /Q *" is the best computer terms ever.  Test them right away in Linux root mode and in Windows.  (and no, format C: dosen't work unless the C: HD is unmounted... and discs that are in use cannot be unmounted) IO error sounds more like someone who have a problem with eating and... yeah.
