If creating or editing an image takes less time than waiting for Photoshop to boot, use Paint. Theres your rule of thumb.

Photoshop has alot more and interesting features then Paint... I use photoshop all the time, I probably only use Paint for changing images say from gifs to jpgs

Even for that I'd use Photoshop. It allows you to optimize your images, which I find neccessary with jpegs to avoid a large file.

I use Photoshop when I don't have to be too precise with my tools, but I usually use Paint Shop Pro because it does almost everything Photoshop does and it shows you the x/y coordinates of your cursor in relation to the image which Photoshop does not (or at least I can't find where it does). I typically only use Photoshop when doing layer masks and smudge tool and if I'm bored and want to play with some of the useless filters that only seem to be employed in AOL webpage art But I never use Paint. One major reason is the lack of support for PNG and transparencies. Also it's lack of decent tools. And if you don't like Photoshop's load time (which was one of my big problems with it until I got CS which loads pretty quick) then get Paint Shop Pro which loads hella faster. Paint Shop Pro is still my tool of choice, but Photoshop does have the power when you need to use it.

GIMP, just GIMP.

It's free. And alot better than paint. And it get's as good as Photoshop with enough plugins.

However it's quite a confusing program for newbies.

Paint, you idiots.

Last I checked Photoslop lacked a pixel-by-pixel zoom feature without antialiasing, which is good when I'm designing lame fonts for use in lame scripts that have absolutely nothing to do with anything lame-related (lamenews, et--) *shot*

Besides, Photoslop takes a good hour to load. I can make 2 fonts in the time it takes to load...

...complete with fancy schmancy gradients.

it doesn't take that long to load, about 3 seconds just now

Even then it still antialiases (however slightly)

Considering I like a very large long line 1px wide to be all one color (white/black, not 1,1,1 and FE,FE,FE) for easier editing.

Then again I don't draw large, complex stuff in Photoshop. After all...

i tend to stick to Paint when possible, i don't need to load up complex brush patterns and large custom image effects when i'm just fucking around.

any sort of graphic to be published to the web i'll probably create in photoshop. unless i'm going for that "MS Paint" look

and neither is really 'better', it just depends on what you need and like.

I have drawn a few things in GIMP, but they dosen't make justice. I draw slightly better on hand.
