I personally use Lunar IPS. It can patch for more than one system, and runs in Windows.

But, I've never tried another patcher, as LIPS works for me, so there might be better out there.

LIPS

That's all you need.

In fact, if you read my forum announcement here, you'll see that it's what I recommend for patching and making patches. Use it. Feel it. Touch it.

Abuse it!

I really liked the sound of the patch system Vagla was working on before he left.
Ips is an old system of file patching, but even though newer systems have come out, people hate to move on from the standard staples. Similar to MP3 files, there are better formats available, but nobody wants to move on. Bleh.

I'd say the same, I used SnesTool until Lunar IPS came out ... all I ever used SnesTool for was its IPS features, and Lunar IPS does that better and easier

And that's the only two I've ever used

Word. I used to use SnesTool too. BUT! It was uncontrollably fast and fouled up.

Let me introduce you to my lil buddies Shift and Del.

I use UIPS because I found it first and it runs on Linux without requiring WINE.

Lunar IPS too here.
The fact SNES Tool is more a multi-functional tool and applying/creating IPS patches is not good for the convenience; also it runs in DOS afair

LIPS has only a VERY small user interface with three buttons ... so _everyone_ can use it in an easy, convenient and reliable way (a patch never messed up my unchanged ROM, unless the patch itself was not broken)
