Is there a way to move the Lightning from Bowser's Valley to a different submap?
Because I need it for a ghost world...

I've heard that the Bowser sign controls the lightning, so you could try to move it to a different submap.

As for the lightning sound, I'll let someone else answer that.

Er... just use the Valley of Bowser submap.

Can't be TOO hard...

None of the sprites affect it at all. I only know how to disable the lightning, but not how to create it on another map.
