No, that is normal. Ever wondered why highway mileage is better than city mileage?

Yeah, on the freeway you're supposed to get better mileage because you're at a consistent speed, not going from stop light to stop light at top speeds

I guess when you speed you get passed the lights better so you don't have to have to build up the speed using gas?

Switch to WVO or biodiesel.

He needs a diesel car for that, what a 98 Cavalier with the 2.2L OHV engine isn't.

Diesel cars in the usa are RARE. Keep your damn 0 economy cavalier.

At least, they pass california Smog easely.

Solution 2: move elsewhere.

Me drive diesel cars.

Plus, they don't cost anything for fuel. <__<;;
