I think that's what it is called. Sometimes I hold down the shift key too long unintentionally and My keyboard gets locked up. Any way to fix this? Restarting my PC always worked for me.

You probably turned on StickyKeys or some such stupid feature. Go to Control Panel -> Accessibility and disable StickyKeys, FilterKeys and ToggleKeys.
