You need Lunar Magic to edit the graphics. You edit the graphics with Lunar Magic's 8x8 Tile Editor. Before you use the editor, go to File, then Graphics, and select Extract GFX from ROM. Do this again, except you select Extract ExGFX from ROM. After that, go to Editors and select 8x8 Tile Editor Window. Save your changes to the extracted GFX/ExGFX by pressing F9. After that, go to File, then Graphics, and select Insert GFX to ROM and/or Insert ExGFX, depending on what you edited.

Here are the limitations of the editor from the help file:
One of the limitations of this tile editor is that you cannot paste over the animated tile area (tiles 0x40-0x81, 0x90, 0x91, 0xDA-0xDD, 0xEA-0xED), because these tiles are actually being copied in from other GFX segments. And if the "Special World Passed" view menu item is enabled, you cannot edit or save sprite tiles 0x280-0x2FF.

If you want to edit other GFX, press Ctrl+Shift+Page Down to get access to edit more GFX.

I've never really liked Lunar Magic's 8x8 editor. I reccomend downloading a tile editor like YY-CHR (found in one of the stickies, which I'm too lazy to link to).

Unless you mean editing the extracted GFX with YY-CHR, you can't edit the actual ROM's GFX with just a tile editor. Editing the extracted GFX/ExGFX with YY-CHR & inserting it is also another way of editing the GFX.

i tryed to get YY-CHR but when i uninstalled it it had a trojan horse virus
