Yeah, but Robots.txt is hardly a binding contract or anything. It's purely voluntary to honor a robots.txt...
Well then this leads us to the soloution of the problem now doesn't it. The answer is to pass a law that says robots.txt IS a binding contract and any who violate it be subject to stiff penalties.
