You use the Gfx files to make map16 tiles and then you add the tiles to the background editor.

More specifically than RR's fractured advice: Load the ExGFX and set the properties for the background map16 (IE, pages 10-1F) by clicking on a blank tile on the appropriate page, editing the GFX it uses in the upper area of its properties by selecting the proper 8x8 tiles, choose the appropriate palette, and right click where you want the newly created tile to go. Repeat a lot. Set which page you want the background to load from to be the page you made the tiles on. Open the background editor. Left click on things in 16x16 editor and right click where they should go in background editor. Save.
