That's because they had to deal with logistics... smaller surface area means you need a more sensitive head to read the data off the disk. In addition, you have to deal with magnetic effects--if the magnetic effect isn't control, you could possibly write to more bits than you had wanted to...

i guess this was the breakthrough needed to keep the trend going...
