Could someone please explain to me the structure of the game's font? For instance, why do the letters A and B use the same 8x8 tile?

They don't and can't use the same tile.
Some of the title screen letters were used twice to use less space in the ROM imo.

Uh, the fonts are designed for Layer 3 and therefore only have 2 bpp. If you load the font's GFX file in 4 bpp mode, the two letters will appear as one, because the 2 bpp of the adjacent letters will be read out as different bitplanes for one tile.
