BIOSes go by the same rules as ROMs, since technically, that's what they are. There might be some homebrews which you could distribute, but you can't post the official ones here.
And it'd really help if you mentioned what emulator you're using here. |

aiya...that is how I got mine, it isn't illegal if you pull it off yourself from the PSX you have physically. |

The BIOS is illegal if and only if the BIOS you have obtained over the internet does not match the version of playstation you have physically.
EDIT: therefore, to get the BIOS you have to pull it off your own PSX |

Well, it depends on what sort of instructions you want If you want to know how to update your video card drivers, go to the manufacturer of your video card's webiste. In my case, it would be nvidia.com. I'm not sure what kind you have, but find the website, and look for a link on the page that'll take you to somewhere you can download updated drivers. Install those, and try the game again.
However, if you want to know how to choose a different video plugin (and I'm assuming you're using ePSXe with this), go to 'Config'->'Video', and choose a different driver than what you have selected already. I'd recommend using one of Pete's drivers, if possible, since I've gotten the best results with those There's some more graphics plugins here, and if you download one of those simply put the .dll file in the /plugins directory in the ePSXe folder. |

Would I be correct in assuming you're using ePSXe as your emulator? Even if you're not, I did a google search for the error message, and got a few results, and of those this one looks like it has some info on how to fix your problem. Here's the answer that was given to the question:
a) Update your gfx card drivers or (if a) doesn't help
b) get yourself a modern gfx card or (if you cannot afford b)
c) use the standard OGL1/D3D6/D3D7 plugins

well, im trying to get a PSX emu to work for my FFIX rom (i have the acual disk and system so its legal, they just dont work so i cant use them directly) when i try to play the FFIX.bin file it gives me a "no WGL extentions" error. Someone please help... |
